District-level Coordination: Forward-looking Training to Build Consensus on Intelligent Transformation

To systematically enhance the intelligent application capacity of waste sorting work across the district, the High-tech Zone recently organized a special training session. Focusing on improving the actual utilization rate of "intelligent recycling bins"—a key facility—the training identified it as the core task for the next phase and emphasized releasing the potential of intelligent facilities through strengthened inter-departmental collaboration.

In addition, the training invited experts to explain in simple terms how to use data analysis to identify publicity weaknesses, leverage intelligent tools to simplify resident operations, and utilize public opinion insights to optimize communication strategies, providing frontline workers with cutting-edge and practical methodological guidance. This training was not only a knowledge update but also a re-unification and re-mobilization of the entire district on the path of intelligent governance, laying an ideological foundation for the in-depth development of subsequent work.

Community Practice: Breaking the "NIMBY Effect" and Building Consensus—A Green Transformation Model in Meijiang Beiyuan

The transformation of Meijiang Beiyuan Residential Area in Meixu Sub-district has become a vivid governance practice of "from NIMBY to neighborhood consensus." When the initial plan for installing intelligent recycling bins was announced, residents generally expressed concerns about occupying green space, generating noise and odors, forming a typical "NIMBY effect."

Faced with resistance, Meixu Sub-district did not push forward compulsively but launched a three-party linkage mechanism of "sub-district + community + property management," shifting the focus to "listening" and "negotiation." Staff went deep among residents to record every specific concern and repeatedly optimized the plan accordingly: relocating equipment to preserve green space, adjusting the appearance to integrate with the landscape, and promising and implementing "replenishing greenery and enhancing scenery." Consensus on the hardware location was achieved through sincere communication and flexible adjustments.

On-site guidance: Volunteers assist with first-time use

A greater challenge was to make residents "willing and able to use" the facilities. The community launched "immersive publicity services": door-to-door "one-on-one" explanation and teaching before installation; turning the launch day into a "science popularization open day" with on-site stationed guidance; providing "home appointment teaching" for the elderly group; and linking intermediaries to include waste sorting requirements in "check-in guidelines" for tenants. A long-term publicity network was formed online and offline.

Notably, instead of relying on material incentives, the community stimulated residents' intrinsic motivation by providing a "clean, convenient, and odor-free" disposal experience and continuously fostering a sense of community environmental responsibility of "for a more beautiful home." When residents personally witnessed environmental improvements and participated in neighborhood mutual assistance, a sense of identity and cohesion naturally emerged.

Performance data confirms the success of this path: the weekly waste sorting participation rate of the community has stabilized at 69.23%, with the cumulative participation rate reaching as high as 96.15%. Intelligent recycling bins have transformed from a controversial focus into a community landscape, and residents have shifted from skeptics to participants and guardians, jointly completing this green transformation based on respect, communication, and mutual growth.

District-wide Promotion: Blossoming at Multiple Points, Steady Progress in Intelligent Facility Construction

The practice of Meijiang Beiyuan is a microcosm of the High-tech Zone's district-wide promotion of intelligent waste sorting. Currently, various sub-districts are steadily advancing the construction and commissioning of intelligent recycling facilities as planned. In Juxian Sub-district, 10 out of the planned 21 full-category intelligent domestic waste recycling bins have been installed, with an installation completion rate of 47.6%; Xinning Sub-district has completed the installation of 5 out of the annual planned 28 sites, with another 16 sites under construction or pending entry; Meixu Sub-district has installed 31 out of the planned 34 community intelligent recycling bins, with an installation rate of 91.18%, among which 18 have been officially commissioned to serve residents, with a commissioning rate of 52.94%.

These solid data indicate that the intelligent infrastructure for waste sorting work in the High-tech Zone is rapidly transforming from a blueprint into reality, laying a solid hardware foundation for comprehensively improving sorting efficiency.

In the next step, the High-tech Zone will continue to deepen the transformation of training results, guide various sub-districts and communities to adapt the learned experience to local conditions into specific measures, and let more "Meijiang Beiyuan stories" unfold in the High-tech Zone.
